Project W.I.P.E Driving The Culture To Write In Plain English

In 2015, in alignment with MOM’s drive to create and sustain a new communications approach, OSHD embarked on a journey to instil a culture of “Writing in Plain English (W.I.P.E.)” through a series of trainings for a core team of officers. These officers undertook the rewriting of some 200 system-generated letters using a newly-created letter template. It is expected to create simple and more effective written communications that are easily understood so as to build trust with customers.

  1. MOM Letterhead banner
This is common across all letterheads. It always contains the MOM logo, the state crest, the title of the letter and the address of the recipient.

  2. Headline
This states the main message and sums up the communication in a customer-centric way.

The headline is the most prominent thing on the page.

The use of a box and the largest font size (i.e 18) on this page is an easy way to make the headline prominent.

  3. Main body
The main text is written in short, simple sentences. Letter is ended with a signatory.

  4. Information details
The key employment details are highlighted in a box next to the headline.

  5. Instructional next steps
Information on upcoming matters or instructions to recipients.

  6. Important notice
Important information is separated and highlighted with a special box.

  7. MOM or officers' contact details
Always positioned at the bottom of the page. This is a fixed box which will accompany all letters for a consistent look and feel.
