Can employers ask employees to take annual leave if the company closes or operations have stopped due to the haze situation?

Employers should discuss with their employees, as well as union representatives (if any), and mutually agree on the appropriate leave and flexible work arrangements (e.g. paid annual leave, etc) to be adopted.
