If my foreign spouse is unable to get an LTVP/LTVP+ issued by ICA, can they work in Singapore?

They can work in Singapore if they can get a mainstream work pass (i.e. Employment Pass, S Pass or Work Permit). The applications will be assessed based on the prevailing criteria.
