How can an employer hire a stateless person who holds a Special Pass issued by ICA?

Stateless persons who are Permanent Residents (PRs) in Singapore can seek employment without a work pass, similar to other PRs. Those who are not PRs are issued a Special Pass by the Immigration and Checkpoints Authority (ICA) to authorise their stay in Singapore.

To hire a stateless person holding a valid Special Pass, the employer must first submit a request for a Letter of Consent (LOC). The request should include:

  • A company employment letter specifying the occupation, job duties, and place of work
  • A copy of the ICA letter indicating the holder's eligibility for employment in Singapore
  • A copy of the Special Pass
  • Mailing addresses of both the employer and the Special Pass holder

If approved, the LOC will be sent to both the Special Pass holder and the company within one week of receiving all required documents. The Special Pass holder can only begin working after receiving the LOC.

The LOC remains valid as long as the stateless person’s Special Pass is valid.

To replace an LOC, employers should follow the same application process outlined above. Employers do not need to notify the Ministry of Manpower (MOM) when the employment ceases.
