Existing workers with R1 status will be automatically adjusted to the R2 (basic-skilled) levy tier if they cannot meet the Enhanced R1 framework requirements by 31 December 2025. Depending on the nationality of your affected workers, the difference in levy rate is between $250 and $350 per worker per month. You may refer to the current levy rates in the Process sector.
To maintain or get R1 status, you should take the following steps promptly to increase productivity and competitiveness:
- Visit the Association of Process Industry (ASPRI) Enhanced R1 framework website to view the requirements, including the courses available, training providers, and incentives for early adopters.
- Decide which courses will meet the training needs of your current workers on R1 status, and register for the courses at ITE Workplace Training Centres and the SkillsFuture Singapore portal.
- Track these workers’ training records closely and ensure that they complete the required training courses by 31 Dec 2025.
As it takes time for the course completion data to be transmitted to MOM, you are strongly encouraged to send workers for training as soon as possible, to ensure that your workers retain their R1 status.
