Upcoming Cluster Operations (COPS)
COPS will target the Northern region of Singapore from May to July 2013.
Operation Period: May 2013 to July 2013
Cluster Operations (COPS) is a key enforcement programme of OSH Inspectorate to improve industrial safety standards. The operation covers all workplaces, within a selected locale or of a specific focus in planned clusters, allowing for improvements to be made by the relevant industries and stakeholders.
All stakeholders are reminded to maintain good safety and health standards at their workplaces.
The work activities and documentation checks that will be covered during the COPS inspection include:
- Working at height
- Safe use of equipment - suspended scaffolds, elevated work platforms (e.g. scissors lifts)
- Safe means of access and egress
- Formwork safety
- Excavation safety
- Openings and open sides
- Roof works
- Lifting Operations
- Permit to Work Systems
- Fall prevention plan
- Lifting Plan
- Risk Management

Contractors are encouraged to procure the relevant Singapore Standards from SPRING Singapore for their reference such as Code of Practice for safety in trenches, pits and other excavated areas and Singapore Standard 541 Specification for restraint belts.
