Oral Answer by Mr Lim Swee Say, Minister for Manpower, to Parliamentary Question on 360-degree feedback appraisal system for Singapore incorporated companies

Notice Paper No. 136 of 2015 For The Sitting on 17 August 2015 Question No. 607 For Oral Answer

NCMP: Mrs Lina Chiam

To ask the Minister for Manpower (a) whether the Ministry will consider implementing a 360-degree feedback appraisal system as a statutory requirement under the Employment Act for all Singapore-incorporated companies; and (b) if so, whether the results can be uploaded onto the Jobs Bank for public scrutiny.

Answer

  1. The Employment Act stipulates basic terms and conditions of employment, and the rights and responsibilities of employers and employees..
  2. We encourage companies to explore using tools such as 360-degree feedback to enhance their in-house human resource (HR) capabilities. However, we have no plans to mandate the use of any particular tool nor to require making their results public.
  3. It is for companies to choose the HR tools most relevant to their needs and circumstances, not the Government. Moreover, confidentiality of the results of such tests and surveys is often key to soliciting candid feedback. Posting the results in the Jobs Bank runs counter to this.
