Written Answer by Minister for Manpower Dr Tan See Leng on PQ on Tripartite Standards Clinics

NOTICE PAPER NO. 449 OF 2021 FOR THE SITTING ON 5 JULY 2021

QUESTION NO. 1150 FOR ORAL ANSWER

MP: Ms Carrie Tan

To ask the Minister for Manpower aside from Tripartite Standards Clinics being held for employers, HR practitioners, and management staff, whether similar clinics are being held for employees and workers through unions or other platforms for them to also understand what they can and should be expecting at their workplaces in terms of progressive employment practices.

Answer

1. I am happy to confirm that the outreach and education efforts on tripartite standards and progressive employment practices reach employees too. The efforts include promotional campaigns across multiple media platforms such as the AskST and AskZB articles in the mainstream media. The Tripartite Alliance for Fair and Progressive Employment Practices (TAFEP) also produces educational videos that are available online. These materials are made easily accessible and understandable to both employers and employees, thereby setting the right expectations for progressive employment practices.

2. TAFEP also customises outreach programmes to more targeted segments, such as graduating students or community groups. This effort is further supported by NTUC through regular sharing sessions with union leaders and employees as
well as engagements with employers on fair and progressive employment
practices.
