Written Answer to PQ on Self-Employed Persons with MediSave Contributions in Arrears

To ask the Minister for Manpower (a) what is the current percentage and number of CPF members who currently have MediSave contributions in arrears; (b) what are the reasons for the arrears; (c) how many appeals have been received and approved for either a waiver or an instalment plan for the arrears; and (d) what assistance can be further extended to those in financial difficulties and have their MediSave contributions in arrears.

Answer:

1. While employers process both employee and employer’s share of CPF contributions for their employees, Self-Employed Persons (SEPs) are responsible for making their own MediSave contributions after declaring their income for the year. As of 2024, around 75% were able to meet their MediSave obligations in a timely manner. This trend has remained stable over the past five years.

2. Amongst the 25% of SEPs who were unable to do so1, the primary reason for not being able to keep up is financial difficulties. SEPs can choose to make their Medisave contributions through monthly instalments via the CPF website. The CPF Board will work closely with SEPs to work out an affordable instalment plan, based on the SEP’s circumstances. For SEPs who are unable to make any MediSave contributions and are in need of further financial assistance, CPF Board will refer them to other agencies such as the MSF Social Service Offices for financial support.
