Written Answer to PQ on Mandatory Electronic Pay Slips

NOTICE PAPER NO. 3487 OF 2025 FOR THE SITTING ON OR AFTER 3 MAR 2025
QUESTION NO. 6619 FOR WRITTEN ANSWER

MP: Mr Louis Ng Kok Kwang

To ask the Minister for Manpower (a) whether the Ministry will consider requiring that employers provide the mandatory itemised pay slips to employees covered by the Employment Act in electronic form; and (b) if not, why not.

Answer:

1. Today, employers are required to provide itemised pay slips to employees under the Employment Act. This helps to improve transparency and facilitate the resolution of potential salary-related disputes.

2. We recognise that there are some advantages to electronic payslips, such as how they are less likely to be misplaced, and more easily traceable in the event of salary disputes. We will study this further taking into consideration the concerns of various groups, such as smaller businesses that may not have the technical capability to generate electronic payslips, and certain segments of employees who may find electronic payslips less accessible.
