MOM suspends licences of employment agencies involved in overseas job placements for jobseekers

The Ministry of Manpower (MOM) has suspended the licences of Global Recruiters Pte Ltd (“Global Recruiters”) (Licence number: 22C1327) and SDI Global Private Limited (Licence number: 22C0975) under section 10(1)(a) of the Employment Agencies Act 1958 (EAA). This will protect jobseekers from engaging these employment agencies (EAs) for employment opportunities.

 

2 MOM commenced investigations against Global Recruiters following two fee-related complaints against the company for charging and collecting agency fees upfront from individuals seeking employment in Europe. MOM also investigated SDI Global following complaints made against the company that it had collected agency fees prior to emplacing jobseekers.

 

3 Under the EAA, the collection of agency fees before a jobseeker has been emplaced is not permitted and constitutes a contravention of the EAA. This requirement is applicable even if EAs are facilitating overseas placements for jobseekers. Enforcement actions will be taken against such contraventions.

4           When engaging companies for help to secure an overseas job position, jobseekers should not pay agency fees to their EAs until they are successfully emplaced with an employer. The agency fee cap of no more than 2 months of salary is also applicable to the overseas job placement.

 

5 Jobseekers and members of the public who are aware of suspicious employment activities, such as EAs collecting agency fees before job placements are made or overcharging of fees, should report the matter to MOM via MOM’s eService “Report an infringement”. All information provided will be kept strictly confidential.
