Appointment of Inaugural Board for Skills and Workforce Development Agency

The Ministry of Manpower will appoint the inaugural Board for the Skills and Workforce Development Agency (SWDA), a new statutory board that will be established on 1 July 2026 through the merger of SkillsFuture Singapore (SSG) and Workforce Singapore (WSG). The Board will be appointed from 1 July 2026 for a two-year term until 30 June 2028.

 

Appointment of SWDA Board Chairman

 

2 Mr Lim Sim Seng, Deputy Chairman of SIA Engineering, will be appointed as the SWDA Board Chairman. Mr Lim has extensive banking and leadership experience, as the former Group Head for DBS group consumer banking and wealth management and former DBS Singapore country head. He currently serves as Member of the Board of Directors of Raffles Medical Group, Independent Non-Executive Director of IOI Properties Group, and Singapore High Commissioner (Non-Resident) to the Federal Republic of Nigeria. He previously served as Chairman of Singapore Land Authority from August 2014 to August 2020, Chairman of Building & Construction Authority from September 2020 to March 2025.

 

3 As Chairman of the inaugural SWDA Board, Mr Lim will steer SWDA’s strategic direction, strengthen coordination with key partners, and ensure strong governance and build organisation capabilities. Mr Lim’s strong public service and commercial experience will be valuable in leading the transition to SWDA.

4 Mr Lim will be supported by 11 other members of the SWDA Board. Their collective experience spans the public and private sectors, including multinational corporations, local enterprises and our tripartite partners. This diverse mix of expertise will help ensure that SWDA remains closely attuned to the evolving needs of workers and employers, while strengthening the integration of skills development and workforce transformation.
