Apply to be an approved scaffold contractor

You must be an approved scaffold contractor (ASC) if you want to construct, erect, install, re-position, alter, maintain, repair or dismantle any scaffolds in a workplace (except tower scaffolds, trestle scaffolds or scaffolds with a height of less than 4 metres at the uppermost lift excluding handrails).

What is an approved scaffold contractor

The role of an ASC is to take charge of the overall scaffolding operation in the workplace (except tower scaffold, trestle scaffold or scaffold with a height of less than 4 metres at the uppermost lift excluding handrails).

An ASC must ensure:

  • Scaffolds are constructed, maintained, altered and dismantled in accordance with the WSH (Scaffolds) Regulations.
  • There are enough erection and rigging teams who are properly instructed to do the work according to the manufacturer's procedure.
  • Scaffolds are in good condition and type-tested by a recognised testing body in accordance with a standard or specification acceptable to the Commissioner and that it complies with the WSH (Scaffold) Regulations, and other relevant Regulations and other conditions as may be imposed by the Commissioner as deemed fit.

Who can apply

If you want to be an ASC, you must demonstrate that you have the expertise, knowledge and resources to do the work. You can also apply to be an ASC if you are a factory occupier or main contractor who wants to erect your own scaffolds.

To apply, you must meet the following requirements:

  • Employ a minimum of 2 scaffold supervisors and 5 scaffold erectors. The employees must complete a training course approved by the Commissioner to carry out work with scaffolds. If the supervisors or erectors are foreign workers, they must be direct employees.
  • Be registered with the Accounting and Corporate Regulatory Authority (ACRA).
  • Obtain a bizSAFE Level 3 or above certification

How to apply

To apply to be an approved scaffold contractor:

  1. Log in to apply.
  2. Upload all supporting documents.
  3. Pay the $150 fee online. Your application will only be processed upon payment.
  4. (Optional) Log in to check your application status.

You will receive an email notification if your application is successful.

Company documents required

You will need to submit PDF copies of the following documents with your application:

  • A copy of the business profile lodged with ACRA. It should be dated within 1 year of scaffold contractor application submission date.
  • Declaration from an MOM approved WSH Auditor accredited with the Singapore Accreditation Council (SAC) auditing organisations scheme that the following have been conducted for the construction, erection, installation, repositioning, alteration, maintenance, repair or dismantling, including the transportation and storage of metal scaffolds or suspended scaffolds:
    • Risk assessment
    • Standard operating procedure (SOP) or method statement
  • Ensure that bizSAFE Certificate (minimum level 3) has minimum validity period of 6 months at time of application.
  • A copy of a risk assessment conducted for the transportation, erection, alteration, maintenance, dismantling and storage of scaffolds.
  • Standard operating procedures (SOP) or method statements for the transportation, erection, alteration, maintenance, dismantling and storage of scaffolds.

Personnel documents required

  • All certificates must display:
    • NRIC (for Singapore citizens or PRs)
    • FIN, Work Permit number or S Pass number (for work pass holders)
  • You must submit A4 sized certificates, not cards.  
  • Check that your worker had attended the required training using check worker training records.

For Scaffold Supervisors, you need to submit PDF copies of the following:

  • A copy of NRIC, Work Permit, S Pass or EP.
  • Medical report form for applicants who are 60 years old and above.

Company testimony

  • Minimum 2 years of relevant practical experience in scaffolding work.
  • Minimum 2 scaffold supervisors.

  • Supervision of Metal Scaffolding Erection Course certificate issued by MOM Accredited Training Providers (ATPs) before December 2016
  • Supervision of Metal Scaffold Erection Course certificate from Learning Service Providers certified to ISO 29990:2010 / ISO 29993:2017 issued between October 2014 and August 2020
  • Supervise Metal Scaffold Erection issued by WSQ Approved Training Organisations (ATOs) from September 2020 onwards
  • Marine Metal Scaffolding Course for Supervisors certificate issued by MOM Accredited Training Providers (ATPs) before April 2017
  • Marine Metal Scaffolding Course for Supervisors certificate from Learning Service Providers certified to ISO 29990:2010 / ISO 29993:2017 issued between October 2014 and August 2020
  • Supervise Metal Scaffold in Marine Industry issued by WSQ Approved Training Organisations (ATOs) from September 2020 onwards

Training certificates for suspended scaffold supervisorShow

You must submit at least 1 of the following training certificates:

  • Suspended Scaffold Supervisors' Course Certificate issued by MOM Accredited Training Providers (ATPs) before August 2016
  • Suspended Scaffolding Supervisors’ Course Certificate from Learning Service Providers certified to ISO 29990:2010 / ISO 29993:2017 issued between October 2014 and August 2020
  • Supervise Suspended Scaffold issued by WSQ Approved Training Organisations (ATOs) from September 2020 onwards

Training certificates for work at height (WAH) courseShow

 

You must submit at least 1 of the following training certificates:

  • Work-At-Height course for Supervisors issued by MOM Accredited Training Providers (ATPs) before September 2017
  • Work-At-Height course for Managers (Integrated) issued by MOM Accredited Training Providers (ATPs) before September 2017
  • Work-At-Height course for Assessors (Integrated) issued by MOM Accredited Training Providers (ATPs) before September 2017
  • Managing Work-At-Height course from Learning Service Providers certified to ISO 29990:2010 / ISO 29993:2017 issued between October 2014 and August 2020
  • Manage Work At Height issued by WSQ Training Organisations (ATOs) from September 2020 onwards

For Scaffold Erectors, you need to submit PDF copies of the following:

  • A copy of NRIC, Work Permit, S Pass or EP.
  • Medical report form for applicants who are 60 years old and above.

Training certificates for metal scaffold erectionShow

  • Metal Scaffolding Erection Course certificate issued by MOM Accredited Training Providers (ATPs) before July 2017
  • Metal Scaffolding Erection Course certificate from Learning Service Providers certified to ISO 29990:2010 /ISO 29993:2017 issued between October 2014 and August 2020
  • Perform Metal Scaffold Erection issued by WSQ Approved Training Organisations (ATOs) from September 2020 onwards
  • Marine Metal Scaffolding Course for Scaffolders issued by MOM Accredited Training Providers (ATPs) before July 2017
  • Marine Metal Scaffolding Course for Scaffolders from Learning Service Providers certified to ISO 29990:2010 / ISO 29993:2017 issued between October 2014 and August 2020
  • Erect Metal Scaffold in Marine Industry issued by WSQ Approved Training Organisations (ATOs) from September 2020 onwards

Training certificates for suspended scaffold riggerShow

You must submit at least 1 of the following training certificates:

  • Suspended Scaffold Riggers' Course certificate issued by MOM Accredited Training Providers (ATPs) before March 2017
  • Suspended Scaffolding Riggers' Course Certificate from Learning Service Providers certified to ISO 29990:2010 / ISO 29993:2017 issued between October 2014 and August 2020
  • Perform Rigging of Suspended Scaffold issued by WSQ Training Provider (TPs) from September 2020 onwards
