Employment agency (EA) personnel and key appointment holders need to meet the eligibility criteria to be registered. You can use the self-assessment tools to check a candidate's eligibility.
Each key appointment holder and employment agency (EA) personnel can only be registered to a single employment agency at any point.
All candidates are subject to prevailing eligibility criteria. Candidates must meet these minimum criteria to be considered for registration.
Note: If you are a foreigner who wants to work in an employment agency, you are required to obtain a valid work pass for professionals, which will allow you to work in that particular agency.
Key appointment holders
A key appointment holder is anyone in the employment agency who has general control and management of any EA work.
A key appointment holder must minimally:
- Not be an undischarged bankrupt.
- Not have been convicted of an offence involving dishonesty or human trafficking.
- Not have been a director or manager of an EA whose licence was revoked.

Certification requirement
For EAs with any of the Comprehensive Licences, each key appointment holder and EA personnel must also attain the Certificate of Employment Intermediaries (CEI).
Key appointment holders must attain the CEI before registration.
