Employment Pass (EP) candidates filling roles on the Shortage Occupation List (SOL) can qualify for points under the
C5. Skills bonus.
What is the SOL
The SOL lists all jobs eligible for the COMPASS C5. Skills bonus.
The jobs under the infocomm technology sector also qualify for the 5-year duration EP.
To obtain the C5. Skills bonus or a 5-year duration EP:
- Your candidate needs to perform the job duties listed for the specific shortage occupation.
- Your candidate needs to meet the additional requirements as stated in the SOL Employer Guide.
- You need to select the shortage occupation in your EP application.

The SOL is created by MOM and the Ministry of Trade and Industry (MTI) in consultation with sector agencies and tripartite partners.
Occupations are identified for the SOL based on:
- Their strategic importance to Singapore’s economic priorities
- The degree and nature of labour shortage
- The sector’s commitment to developing the local pipeline to address these shortages in the medium term

To obtain C5. Skills Bonus points or qualify for a 5-year duration EP:
- Candidates should select one of the eligible job titles in the EP application form. This must be the same as the occupation for the job advertisement in MyCareersFuture, unless you are exempted from the FCF job advertising requirement.
- Your application needs to meet the additional requirements specific to the shortage occupation. This can include:
- Relevant qualifications, to be uploaded under the qualifications section of the EP application form
- Work experience in relevant job titles, to be selected under the work experience section in the EP application form
- Registration proof, to be uploaded in the agency support question in the EP application form
Updates to the SOL
Occupations may be added or removed from the SOL once a year, to remain responsive to market conditions.
The SOL will be comprehensively reviewed every 3 years.
SOL updates will not affect the duration of existing EPs.
